Surprise Gift Whitelisting

It would be nice to have the option to whitelist specific follower the ability to receive surprise gifts from them for cases where creators do not want all of their community to do so. This way, creators can assign the feature to trusted followers and potentially avoid getting unwanted item surges.

This would be a really great feature and I would even like to add another option on top of this:
If we ever get a friends list, having the option to let friends recommend gifts and buy surprise gifts regardless of whether or not we have those options turned on for our community.
